summary:
i started this out trying to find a use for auspicious incantation, so i looked for a high energy spll with a fast recharge that doesnt necessarily needs to be spammed. conjure nightmare came to mind.
skills 1,2,3,6 and 8 are normal skills for a hex spammer, but conjure nightmare and AI comboed together is an insane energy management system that renews your entire energy every 30 seconds. energy tap is there so you have another form of energy management in between AI charges.
for people who never played this kind of mesmer, the idea is to keep mantra of inscriptions up and spread hexes throughout the enemy team. crip anguish is for melee characters mainly (slowing them down allowing for easy kiting), and your other two spam hexes are for everyone on the enemy team.

notes and concerns:
i wouldn't take this build into RA since it lacks a self heal, so take it anywhere you know you'll have a monk.
also, the AI combo takes some getting used to, since you need to have 25 energy to start it (regaining full energy from it). if you forget about it and drop to 0 energy, it will be hard to get back to 25 for the combo. if that does happen however, you can use tap to help get you there (the main reason why i got tap and not drain enchant is the 5 energy cost).

8 degen that rewards you with mana---brilliant.
a common use for auspicious incantation collaborates with glyph of renewal (which is an elite), which you could still use with nightmare. & when auspicious is recharging, you can use renewal for say... energy tap. with an energy tap every 15 sec (unless you decide to use it twice in a row), a 44+ energy gain every 25 sec from auspicious incantation+glyph of renewal+nightmare, that'd be all the energy management you need. and renewed energy taps could help you get the wind-up ready quicker. (with a -14 energy to the target)

also, i see why you chose 14 inspiration and 11 illusion. you chose very wise skills for that 'strange' setup. consider a major illusion rune though - see if it adds another degen to images of remorse.

The AI idea is interesting, but sounds a little fragile to me. Maybe it really takes some getting used to, I'll have to try it before I comment any further on it.

How about Drain Ench/Inspired Hex instead of Tap? Tap is just a bit slow on the cast and with no Dist on it's very likely to get interrupted. Plus some chant/hex management can never hurt. I betcha you won't like a Backfire on you with so many spells.

I take it IoR is your cover? I'm not thrilled about using IoR as a cover with only 9 points in FC but I guess it's viable (least it's cheap and low recharge).

Have you worked up the break points of the skills to where you can safely max degen w/o wasting degen points? (what's CN + IoR at 11 Illusion?)

It looks interesting, nevertheless, I'll try it.

if you dont mind the extra major rune, 12 in illusion does an extra pip of degen...
you could also drop FC a bit, but im not a fan of low FC...
